What is the level of compatibility?

It will be some work, as it's 5 major versions newer, but it's certainly
doable.

You can check the migration notes - but 4 to 9 is a huge change. Around 6-7
there were some big changes.

I think it might be better and easier to move the UI over form by form and
attach the pas files. This will also let you take advantage of new features
rather than just upgrading old UI which is more limited.
