Will IsapiThreadPool ne used or not?

hI,

i SEE that IsaiThreadPool unit is not being used if it is not
placed right.
My DPR has the below sequence.

fastmm4,
IWInitISAPI,
ISAPIThreadPool,
IWInitStandAlone,
ServerController in 'ServerController.pas'

I dont remember the exact details, but IIRC it has to do with how Delphi
handles exports and thats why it has to be near the beginning.
